Limited Submission

Some programs limit the number of proposals an institution may submit to a specific program. For these programs, the Research Development Office identifies and announces the program solicitation via listserv, RSS feed, and webpage. The number of prospective PIs who provide the mandatory notification of intent to apply determines whether an internal review is necessary. If the number of planned proposals exceeds the sponsor’s limit, each PI will submit an internal pre-proposal for evaluation by a panel of faculty peers who have the appropriate expertise to evaluate each pre-proposal relative to the respective limited submission program. The diagram and text below describe the limited submission process in detail.

Limited Submission Process

Limited Submission Announcement:

The Research Development Office identifies an institutionally-limited funding opportunity and announces the program solicitation via listserv, RSS feed, and webpage.

Mandatory notification of intent to apply:

To notify your intent to apply to a limited submission program, contact the Research Funding Opportunities Manager.

  • Coordinate within your college: Notify your associate dean for research, department head, and college research administrator of your intent to participate, or, for award programs, of your interest in being considered for nomination. Check for additional college deadlines. Some colleges set their own review deadlines for review of internal pre-proposals prior to submission for university-wide internal review.

Submit internal preproposals for review:

Preproposals must be submitted to the Research Funding Opportunities Manager by the internal pre-proposal deadline. Late pre-proposals will NOT be accepted.
  • Internal preproposal preparation and requirements: Check the specifications for a specific limited submission program by clicking on the title of the program in the Current Limited Submission Program Summary.  Note about PINS: Processing of internal preproposals through PINS is NOT required.
  • The standard review process: The internal review panel evaluates, comments on, and ranks the preproposals according to the sponsor’s review criteria for the specific program. The panel usually provides their reviews within a week, but programs with large numbers of preproposals may require more than a week before the reviewers’ selections are completed. For some programs, participating PIs are invited to present directly to the review panel, in addition to submission of the internal preproposals. This opportunity allows each presenter to answer reviewers’ questions about the work directly and immediately, without having to wait until after the review is complete and the selections have been made. It also allows the reviewers to obtain more information about certain points directly from the PIs.

Internal review results:

With approval from the Vice Chancellor for Research, Innovation and Economic Development, proposals selected by the review panel to go forward on behalf of NC State University are announced to all participating PIs.
  • Feedback: While maintaining the anonymity of the review panel, reviewers’ evaluations and remarks are collected into one feedback document and provided to all the PIs who participated in the internal review.  This constructive feedback is provided in a timely manner to allow selected PIs to address reviewers comments for this and future opportunities.
