Notice of Intent (NOI)

Filing a notice of intent (NOI) to engage in an External Professional Activity for Pay (EPAP) helps protect individual employees and the university from conflicts of commitment. At NC State, EHRA professionals and faculty who intend to engage in an EPAP must file a NOI form at least 10 days prior to the activity’s start date.



NOI Policies

EHRA professionals and faculty who intend to engage in an external professional for pay (EPAP) must file a Notice of Intent (NOI) at least 10 days prior to the activity’s start date. 

An External Professional Activity for Pay (EPAP):

  • is not included within one’s primary or secondary university employment duties;
  • is performed for any entity (public or private) other than the university;
  • is undertaken for compensation; and
  • is based upon the employee’s professional knowledge, experience and abilities.

Filing a NOI is a requirement that protects the individual and the university from conflicts of commitment, which occur when the pursuit of an external activity involves an investment of time that interferes with an employee’s work obligations. The university is also required to compile and report this information in aggregate to the UNC System on an annual basis.

Submitting a NOI through RED

The COI/NOI module of the RED system launched May 12, 2020, replacing NC State’s legacy COI and NOI systems. All new notices of intent must now be submitted through RED. NOI forms submitted and approved in the legacy system prior to May 12, 2020 will remain valid until their expiration date, and the legacy NOI system will remain read-only accessible for reference, review and and reporting purposes.
