The DMS Plan should explain how scientific data and any accompanying metadata will be managed and shared, taking into account potential restrictions or limitations.&nbsp;<\/p>\n\n\n\n<p>NIH Program Staff within the relevant Institute, Center, or Office (ICO) will assess the plan&#8217;s merit and peer reviewers will be able to comment on the proposed data management budget, although these comments will not impact the overall score. the DMS plan must be included as part of the NIH funding application.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Consider your timelines related to proposal development and period of performance.<\/strong>\n<ul class=\"wp-block-list\">\n<li>If you have an active NIH award going up for renewal with a receipt date on or after January 2023, or if you are planning to submit an NIH proposal later this year, then developing a DMS plan should be a high priority, especially if you are working with external collaborators as it may take time to set up appropriate data procedures\/agreements.&nbsp;<\/li>\n\n\n\n<li>Since data needs to be shared at the time of publication or no later than the project period is over, teams will need to think about either accelerating their data collection, finishing the analysis before the end of the project period, or adding a year to their timeline for data curation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Review the requirements <\/strong>outlined in <a href=\"https:\/\/sharing.nih.gov\/data-management-and-sharing-policy\/about-data-management-and-sharing-policies\/data-management-and-sharing-policy-overview\">the policy<\/a> itself (including the supplements).<\/li>\n\n\n\n<li><strong>Familiarize yourself with the Findable, Accessible, Interoperable, Reusable (FAIR) principles<\/strong>. NIH encourages data management and data sharing practices consistent with the <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC4792175\/\" target=\"_blank\" rel=\"noreferrer noopener\">FAIR data principles<\/a>.<\/li>\n\n\n\n<li><strong>Assess your specific project and data management practices relative to the policy and the <\/strong><a href=\"https:\/\/sharing.nih.gov\/other-sharing-policies\/nih-institute-and-center-data-sharing-policies\">NIH funding institute<\/a>, especially around documenting existing practices and developing new ones to address the increased emphasis on data sharing and administrative oversight.<\/li>\n\n\n\n<li><strong>Review campus<\/strong><a href=\"https:\/\/www.lib.ncsu.edu\/services\/research-support\"><strong> <\/strong>data services<\/a><strong> <\/strong>(e.g., computing, storage, consulting)<strong> <\/strong>and assess whether they will meet<em> your need<\/em>s.\n<ul class=\"wp-block-list\">\n<li>Consider costs you may need to budget for such as labor for data cleaning and documentation (see the NIH-provided supplement on allowable costs).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>If your research requires <\/strong><a href=\"https:\/\/docs.google.com\/document\/d\/1bho1Fpadb075_YNyd7cfMz0cUYODP-bL\/edit?rtpof=true&amp;sd=true\">IRB approval<\/a>, an <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/irb\/\">IRB staff member<\/a> can be available at grant proposal development time to consult on IRB-related issues in the grant application, including the DMS-.\n<ul class=\"wp-block-list\">\n<li>The DMS Plan that was approved by NIH will need to be submitted with the IRB application(s) associated with the grant. An <a href=\"https:\/\/drive.google.com\/file\/d\/17vi6gPC1f_34eSW7X7_miLyh0VHIdJX5\/view\">IRB data access and security plan<\/a> will need to be submitted for \u201cred\u201d or \u201cpurple\u201d data related to the DMS Plan.<\/li>\n\n\n\n<li><a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/irb\/irb-forms-and-templates\/\">Informed Consent Forms<\/a> for each study must include information on NIH data sharing.<\/li>\n\n\n\n<li>The eIRB application must address data sharing to NIH repositories&nbsp;<\/li>\n\n\n\n<li>An executed DUA\/MTA may be required to ensure that the IRB application operationalizes the terms in that agreement. This can happen as an amendment to the IRB protocol.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>NIH is continuing to update it&#8217;s <a href=\"https:\/\/sharing.nih.gov\/faqs#\/data-management-and-sharing-policy.htm?anchor=56893\">Frequently <\/a><a rel=\"noreferrer noopener\" href=\"https:\/\/sharing.nih.gov\/faqs#\/data-management-and-sharing-policy.htm?anchor=56893\" target=\"_blank\">Asked<\/a><a href=\"https:\/\/sharing.nih.gov\/faqs#\/data-management-and-sharing-policy.htm?anchor=56893\"> Questions<\/a> guidance. Hyperlinks are not permitted in the DMS Plan attachment. Including them could lead to an application being withdrawn from consideration.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Developing and Formatting Plans<\/h4>\n\n\n\n<p>NIH recommends the plan be two pages or less and must include these 6 key elements:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Element 1: <\/strong>Data Type<\/li>\n\n\n\n<li><strong>Element 2: <\/strong>Related Tools, Software, and\/or Code<\/li>\n\n\n\n<li><strong>Element 3: <\/strong>Standards (ex: data formats, data dictionaries, data identifiers, definitions, unique identifiers, and other data documentation)<\/li>\n\n\n\n<li><strong>Element 4: <\/strong>Data Preservation, Access, and Associated Timelines<\/li>\n\n\n\n<li><strong>Element 5: <\/strong>Access, Distribution, or Reuse Considerations<\/li>\n\n\n\n<li><strong>Element 6: <\/strong>Oversight of Data Management and Sharing<\/li>\n<\/ul>\n\n\n\n<p>See <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-21-014.html\">Supplemental Information to the NIH Policy for Data Management and Sharing: Elements of an NIH Data Management and Sharing Plan<\/a> for a detailed description of these Elements.&nbsp;<\/p>\n\n\n\n<p>For additional resources, refer to the NC State University Libraries <a href=\"https:\/\/www.lib.ncsu.edu\/do\/data-management\">Data Management <\/a>resource page and access other NC State University resources on the Research Education <a href=\"https:\/\/research.ncsu.edu\/research-education\/researcher-resources\/\">Researcher Resources webpage<\/a>.&nbsp;<\/p>\n\n\n\n<p>NIH has provided <a href=\"https:\/\/sharing.nih.gov\/data-management-and-sharing-policy\/planning-and-budgeting-for-data-management-and-sharing\/writing-a-data-management-and-sharing-plan#submitting-data-management-and-sharing-plans\">Sample Plans<\/a> for how a DMS Plan could be completed in different contexts, conforming to the elements described above.&nbsp;<\/p>\n\n\n\n<p>To draft the plan itself, we recommend the <a href=\"https:\/\/dmptool.org\/\">DMPTool.<\/a> To access the DMPTool, log in with your Unity ID and password and select NIH as the funder which will launch the NIH-GEN DMS Plan 2023 template. Individuals using DMPTool to create a DMS Plan will now see three options when selecting NIH as the primary funding organization.<\/p>\n\n\n<div class=\"is-text wp-block-ncst-buttons\">\n    \n<div class=\"is-style-secondary wp-block-ncst-button\">\n      <a\n        class=\"ncst-block__button-link btn\"\n        href=\"https:\/\/thefdp.org\/demonstrations-resources\/nih-data-management-sharing-pilot\/#toggle-id-2-closed\"\n        data-ncst-lightbox=\"false\"\n         target=\"_blank\"          rel=\"noreferrer noopener\"       >\n                  <span class=\"text\">FDP DMS Plan Templates<\/span><span class=\"arrow-indicator\"><svg class=\"wolficon wolficon-arrow-right-bold\" role=\"img\"  aria-hidden=\"true\">\n\t\t\t\n\t\t\t<use xlink:href=\"#wolficon-arrow-right-bold\">\n\t\t<\/svg><\/span>\n              <\/a>\n    <\/div>\n  \n\n  <\/div>\n\n\n      <\/p>\n  <\/details>\n\n\n<details class=\"wp-block-ncst-accordion-item\" name=\"qkk22j\"  >\n      <summary class=\"accordion-item__header\">\n        <span class=\"accordion-item__expansion-indicator\">\n          <span class=\"ncst-plus-minus-toggle\"><\/span>\n        <\/span>\n        <h2 class=\"accordion-item__label h6\">Requesting and Justifying Costs for Data Management and Sharing<\/h2>\n      <\/summary>\n      <p>\n        \n\n<p>Effective for applications submitted for due dates on or after October 5, 2023, NIH will no longer require the use of the single DMS cost line item (see <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-23-161.html\">NOT-OD-23-161<\/a>). To request funds toward DMS costs, investigators should include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>DMS costs in the appropriate cost category, e.g., personnel, equipment, supplies, and other expenses, following the instructions for the R&amp;R Budget Form or PHS 398 Modular Budget Form, as applicable.<\/li>\n\n\n\n<li>&nbsp;Specify estimated DMS cost details within the \u201cBudget Justification\u201d attachment of the R&amp;R Budget Form or \u201cAdditional Narrative Justification\u201d attachment of the PHS 398 Modular Budget Form, pursuant to the instructions. The recommended length of the justification should be no more than half a page (see <a href=\"https:\/\/grants.nih.gov\/grants\/how-to-apply-application-guide.html\">Application Instructions<\/a> for details).&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>The budget justification should expand upon the activities proposed in the DMS Plan that will incur costs. Be sure to include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a brief summary of the type and amount of scientific data to be preserved and shared<\/li>\n\n\n\n<li>the name of the established repository(ies) to be used; and<\/li>\n\n\n\n<li>general cost categories<\/li>\n<\/ul>\n\n\n\n<p>Clearly indicate what portion of the DMS costs are being proposed by the prime recipient vs. any subrecipients. Specify the subrecipient\u2019s F&amp;A on their direct DMS costs in that breakdown.&nbsp;<\/p>\n\n\n\n<p>Investigators whose research projects are also subject to the Genomic Data Sharing (GDS) Policy should also include requested costs for genomic data management and sharing (see <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-22-198.html\">NOT-OD-22-198<\/a>).<\/p>\n\n\n\n<p><a href=\"https:\/\/grants.nih.gov\/grants\/how-to-apply-application-guide\/forms-h\/general\/g.300-r&amp;r-budget-form.htm#F\">Forms-H guidance <\/a>requires \u201c0\u201d be entered in the R&amp;R Budget, with a justification detail provided that states, \u201cNo costs for data management and sharing are requested\u201d if no costs are requested.<\/p>\n\n\n\n<p>NIH has provided guidance on what costs related to data management and sharing are <a href=\"https:\/\/sharing.nih.gov\/data-management-and-sharing-policy\/planning-and-budgeting-for-data-management-and-sharing\/budgeting-for-data-management-sharing#allowable-costs\">allowable <\/a>and <a href=\"https:\/\/sharing.nih.gov\/data-management-and-sharing-policy\/planning-and-budgeting-for-data-management-and-sharing\/budgeting-for-data-management-sharing#unallowable-costs\">unallowable<\/a>. The associated costs will depend on the type of research and data involved in your proposal.<\/p>\n\n\n\n<p>The NC State University Libraries provide many <a href=\"https:\/\/www.lib.ncsu.edu\/services\/research-support\">resources <\/a>free of charge. While free services do not need to be included in the budget, please consider contacting the managing office prior to including them in your DMS Plan (e.g., repositories). See the following section for what kinds of services and tools are available to you.<\/p>\n\n\n      <\/p>\n  <\/details>\n\n\n<details class=\"wp-block-ncst-accordion-item\" name=\"qkk22j\"  >\n      <summary class=\"accordion-item__header\">\n        <span class=\"accordion-item__expansion-indicator\">\n          <span class=\"ncst-plus-minus-toggle\"><\/span>\n        <\/span>\n        <h2 class=\"accordion-item__label h6\"><strong>Allowable Costs<\/strong><\/h2>\n      <\/summary>\n      <p>\n        \n\n<p>Reasonable, allowable costs may be included in NIH budget requests for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Curating data<\/li>\n\n\n\n<li>Developing supporting documentation<\/li>\n\n\n\n<li>Formatting data according to accepted community standards, or for transmission to and storage at a selected repository for long-term preservation and access<\/li>\n\n\n\n<li>De-identifying data<\/li>\n\n\n\n<li>Preparing metadata to foster discoverability, interpretation, and reuse<\/li>\n\n\n\n<li>Local data management considerations, such as unique and specialized information infrastructure necessary to provide local management and preservation (for example, before deposit into an established repository).<\/li>\n\n\n\n<li>Preserving and sharing data through established repositories, such as data deposit fees.&nbsp;<\/li>\n\n\n\n<li>If the Data Management &amp; Sharing (DMS) plan proposes deposition to multiple repositories, costs associated with each proposed repository may be included.<\/li>\n<\/ul>\n\n\n\n<p><strong>Note<\/strong>: All allowable costs submitted in budget requests must be incurred during the performance period, even for scientific data and metadata preserved and shared beyond the award period.&nbsp;For example, costs for long-term data preservation must be budgeted for in the proposal and paid before the end of the grant. NIH has stressed that, given the broad range of science being conducted as well as the ethical considerations of working with human populations, the policy does not intend to prescribe an approach. Rather, NIH is emphasizing the planning process, and ensuring that whatever approach used is rigorous for the given field.<\/p>\n\n\n\n<p>The new policy requires a plan for maximizing the sharing of Scientific Data, where possible while acknowledging factors (legal, ethical, or technical) that may affect the extent to which it can be shared. As a part of the annual process, NC State researchers will submit an update to their approved IRB protocol regarding DMS Plan items.
