<\/a>\n      <\/li>\n  \n\n    <\/ul>\n  <\/div>\n\n\n\n\n\n<h2 class=\"wp-block-heading\">What to Know About International Travel and Conferences<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Anything you take out of the U.S. is an <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#export\">export<\/a>, including data on laptops and cell phones, and is subject to US export control regulations.<\/li>\n\n\n\n<li>Items subject to the <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#ear\">EAR<\/a>, depending on where they fall on the <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#ccl\">Commerce Control List (CCL)<\/a>, may require a license or an applicable License exception. See <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/export-controls\/international-shipping\/export-control-determination-request\/ear-temporary-license-exceptions\/\" data-type=\"page\" data-id=\"1594\">EAR Temporary License Exceptions<\/a>&nbsp; for more information.<\/li>\n\n\n\n<li>You must have a license to take <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#da\">defense articles<\/a> or <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#td\">technical data<\/a> subject to the <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#ITAR\">ITAR<\/a> out of the United States.<\/li>\n\n\n\n<li>Without an ITAR license, providing technical data about defense articles at international conferences is an export control violation.<\/li>\n\n\n\n<li>Accessing controlled <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#td\">technical data<\/a> or <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#tech\">technology<\/a> remotely from a foreign country can also be an export control violation. If you expect to need to do this while abroad, contact the Export Controls team to create an action plan.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Before You Travel Abroad<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Determine if the items you are bringing with you qualify for a license exception<\/li>\n\n\n\n<li>Remove any controlled <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#td\">technical data<\/a> or <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#tech\">technology<\/a> from your electronic devices (For security purposes, consider removing any unpublished research data from your devices)<\/li>\n\n\n\n<li>Remember that US Customs and foreign customs agents may be authorized to search and retain electronic devices without probable cause.<\/li>\n\n\n\n<li>Contact the Export Controls Office prior to traveling to a <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#sanctions\">country\/region subject to U.S. Comprehensive Sanctions<\/a><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">NC State Travel Review and Approval<\/h2>\n\n\n\n<p>NC Travelers traveling abroad should submit an international <a href=\"https:\/\/controller.ofa.ncsu.edu\/accounts-payable\/travel-center\/\" target=\"_blank\" rel=\"noreferrer noopener\">travel authorization<\/a> prior to travel. The request process will help to guide you through potential export control considerations specific to your travel plans.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For travel to <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#sanctions\">countries\/regions subject to U.S. Comprehensive Sanctions<\/a> &#8211; NC State&#8217;s Export Control Office will review the travel request and will reach out directly to the traveler to provide additional guidance.\n<ul class=\"wp-block-list\">\n<li><strong>Note<\/strong>: Travel to such countries\/regions requires approval from the Department Head, the Export Control Office, and could require a license from the Office of Foreign Asset Controls (OFAC). If an OFAC license is required, the Export Control Office will coordinate the application process, however, there is no guarantee that a license will be approved or issued within a specific timeframe.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Export Control Office will review export licensing requirements for any university-owned samples, equipment, software, or technology the traveler has identified intentions to hand-carry or ship separately to their foreign destination (excluding commercially available laptops, tablets, and\/or cell phones\/devices with standard commercially-available software). Most commercial laptop\/cell phones do not require an export license to non-sanctioned countries.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Tips for Presenting at International Conferences<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be careful of what you say during Q&amp;A sessions or in conversations. Providing <strong>any information about<\/strong> the design, development, engineering, manufacture, production, assembly, testing, repair, maintenance, modification, operation, demilitarization, destruction, processing, or use of <a href=\"https:\/\/research.ncsu.edu\/administration\/compliance\/research-compliance\/research-compliance-definitions\/#da\">defense articles<\/a> is an export control violation.<\/li>\n\n\n\n<li>In presentations at conferences, stay within the realm of published material if possible.<\/li>\n\n\n\n<li>Be wary of thumb drives and other portable media you may be given at international conferences. Malware can be introduced into your devices by USB flash drives.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"advisories\">U.S. State Department\u2019s <strong>Travel Advisories<\/strong> and Country Specific Information<\/h2>\n\n\n\n<p><a rel=\"noreferrer noopener\" href=\"https:\/\/travel.state.gov\/content\/passports\/en\/alertswarnings.html\" target=\"_blank\">Consolidated list<\/a> of all country locations and the applicable travel advisories, maintained by the U.S. Department of State.
