5. Improve University Effectiveness Through Transformational Technologies, Cutting-Edge Processes and Actionable Data

Enterprise Research Administration
The most significant technical infrastructure investment to support the research administration enterprise continues to be the Research Enterprise Data (RED) system. The initial Sponsored Programs modules (Proposal Tracking, Post Award Management, Subrecipients and Subawards) went live campuswide on Monday, August 7, 2023. RADAR was retired to archive status after close of business on July 27, when the NC State and InfoEd teams began migration of ~25,000 project records, together with all of their data, transaction records, attachments, and record affiliations. Sponsored Programs entered the first award transaction in RED on July 31, 2023, and by end of FY24 had processed more than 4,500 transactions, recognizing $478M in new funding. Legacy RADAR data was combined with RED data and launched in the SAS-based Sponsored Research Activity Reporting (SRAR) viewer. The RED team continues to develop training resources to address system transition and to modify or add tools to answer business questions.
As we move into FY25, the Conflict of Interest module is beginning a significant refresh cycle to improve functionality for users and to incorporate the disclosure requirements of the policy changes described above. In parallel, the project team will begin the Proposal Development configuration.
Research Visitors Process Streamline
The Office of Research and Innovation worked closely with the Office of International Services, University Human Resources and colleges/ departments across the university to streamline the submission process for Research Visitors at NC State. In FY24, we established a new application process for visitors seeking J-1 Visa sponsorship in conjunction with the Office of International Service’s GlobalHome system. In addition, departments with participants in undergraduate summer research experience programs were provided a new submission form that allows batch submissions and a condensed, simpler terms-and-conditions agreement for these program participants to complete in place of the Visiting Researcher Agreement.
