Some funding agencies limit the number of proposals an institution may submit to a specific program. The Research Development Office (RDO) is charged with managing these programs internally to ensure compliance with agency requirement. The RDO attempts to identify all limited submission opportunities of interest to the NC State research community and coordinates the submission process with the colleges. These opportunities are announced in the table below and through the funding listserv. The RDO’s goals are (1) to identify and announce limited submission opportunities in a timely manner and (2) select NC State’s most competitive proposals if their numbers exceed limits imposed by the funding agency. If you are aware of a limited submission opportunity that is not posted below, please contact  the research development office, so it can be announced. For strategic purposes, the proposal selection process utilized by the RDO for large-scale (~$8 million or more) limited submission opportunities may differ from that outlined below.

Limited Submission Announcements

Faculty are required to notify the RDO in a timely manner that they are interested in a particular limited submission opportunity before beginning work on a proposal. Notification of Interest (NOI) deadlines for each opportunity identified by the RDO are listed below.

If interest in a particular opportunity exceeds the institutional limit subsequent to the NOI deadline, an internal peer review will be scheduled to determine which proposal(s) may move forward to agency submission. Only those faculty who fill out the linked NOI form before the deadline will be eligible to take part in an internal competition, if one is necessary.

Non-Posted

If there is interest in an opportunity that is not listed below, interested faculty must email limited-submission@ncsu.edu in the RDO immediately and contact their College Research Office (CRO). Failure to notify the RDO and CRO increases the probability that faculty will begin work on proposals that will not be allowed to move forward.

If the RDO is alerted more than 45 days prior to the agency deadline, the opportunity will be posted online and announced through the funding listserv with a NOI deadline as described above. If the RDO is made aware of an opportunity less than 45 days prior to the agency deadline, the RDO will send it out through the funding listserv to find out if there are any other proposals in progress or any other interest. Faculty will have a very limited amount of time to respond to this email that will depend on the agency deadline. If the number of interested faculty exceeds the institutional limit, an internal competition with an expedited review process will take place, requiring quick turnaround times both from both PIs and reviewers. Please contact the RDO as soon as possible in order to avoid this situation.

Limited Submission Process

If the number of prospective PIs expressing interest in a particular limited submission opportunity exceeds the institutional limit, an evaluation of project pre-proposals is conducted by an internal review panel. This review panel is assembled by the RDO and is comprised of domain experts and/or individuals knowledgeable about the specific program opportunity. Each prospective PI is required to submit a pre-proposal for evaluation by this panel that is aligned with the requirements of the limited submission opportunity. The RDO will communicate these requirements to all prospective PIs. For example, a pre-proposal may require a brief research plan that addresses matters specific to a given funding opportunity, a CV and a list of references willing to write a letter of support. Following the mandatory notification of interest deadline, prospective PIs will be informed no later than the next business day if an internal review is necessary.

Limited Submission Process

Notification of Interest

Internal competitions for all limited submission opportunities will be restricted to faculty that have submitted a notification of interest prior to the stated deadline. The RDO will inform the Associate Deans for Research of prospective PIs when it receives a notification of interest for a limited submission opportunity. For limited submission opportunities, such as career development or research scholar award programs, that require the nomination of faculty by a department head, prospective PIs should contact their department head and seek their support prior to the submission of a notification of interest.

Submission of Internal Pre-proposals for Review

In instances where an internal competition is required, the due date for the submission of pre-proposals by prospective PIs is typically 1-2 weeks after the notification of interest deadline. Pre-proposal requirements will be provided to all PIs who submitted a notification of interest before the deadline. Pre-proposals should be submitted through InfoReady Review by the deadline stated for each limited submission opportunity. Late pre-proposals will NOT be accepted for consideration. Pre-proposals should not be processed through PINS.

Standard Internal Review Process

Reviewers of limited submission opportunities are provided with review instructions based on pre-proposal requirements. The internal review panel evaluates, comments on, and rates pre-proposals according to the agency’s review criteria. The panel usually provides their reviews within 1-2 weeks, but programs that have elicited many pre-proposals may require additional time for review. Although the RDO strives to provide prospective PIs with reviewer feedback, not all internal pre-proposal reviews produce reviewer comments. Reviewer scores and comments are compiled by the RDO and reviewed by the Associate Vice Chancellor for Research Infrastructure and Development. During the pre-proposal review process, Associate Deans for Research may provide the Associate Vice Chancellor with pertinent information that may impact the decision-making process. The Associate Vice Chancellor forwards peer-review results, makes a recommendation, and seeks approval from the Vice Chancellor for Research and Innovation.

Expedited Review Process

If there is insufficient time to conduct a standard internal peer-review (e.g., when the RDO is made aware of an opportunity less than 45 days prior to the agency deadline, as described above) an expedited review process will occur. Prospective PIs may be asked to submit a pre-proposal in order to indicate their interest, and turnaround times may be very short, for both PIs and reviewers. Pre-proposal requirements and review criteria may be less substantial to accommodate quick turnaround times. Reviewers may not have time to provide comments on pre-proposals and may be internal to Office of Research and Innovation, rather than domain experts. Instructions regarding these expedited review situations are communicated through the funding listserv.

Internal Review Results

Following approval from the Vice Chancellor for Research and Innovation, selected PIs and their college research office are notified of their status to advance from NC State. All prospective PIs are notified of their status and are provided with reviewer comments, if any. This constructive feedback enables PIs to address points raised by reviewers for the specific opportunity in hand as well as future opportunities.
