Online/Virtual Courses for Students Physically Outside the United States

U.S. persons are generally prohibited from exporting services, directly or indirectly, from the United States or elsewhere, to Countries/regions subject to U.S. Comprehensive Sanctions without a license. These prohibitions include distance learning, web conferencing, and information sharing services.
