Each PINS proposal will include a statement of work and budget. Negotiation and execution of any agreement is by SPARCS only. | A 15% F&A rate may be applied to all non-negotiated ACDAs. Negotiated FSAs require the "OSA" rate applicable for on-campus or off-campus work as applicable. Please inform Clients of this fact when sharing the template with Clients. |

This document should only be used once with a sponsor to attract the sponsor to do work with the university. | No changes to the standard format are allowed without permission of SPARCS. At its discretion, SPARCS may use the MOA template (with appropriate edits) for other projects greater than $50K and with normal F&A recovery. |
